The 2026 National Budget, unveiled by Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim, earmarks a substantial RM46.5 billion for healthcare, a RM1.2 billion increase from the previous year. This is particularly noteworthy considering the overall federal budget decreased to RM419.2 billion from RM452.2 billion in 2025. This shows a clear prioritization of health, despite financial constraints.
The government has pinpointed six key areas for investment: improving public health infrastructure, reducing hospital overcrowding, managing rising medical costs, enhancing staff welfare, securing medicine supplies, and expanding preventative care. These priorities align with the 13th Malaysia Plan and the Health White Paper, aiming to boost efficiency, service quality, and accessibility. And this is the part most people miss... These strategic investments are designed to create a more robust and responsive healthcare system.
However, while the allocation is record-breaking, the growth rate has slowed to 2.8%, the lowest since 2022. This follows significant double-digit increases in the preceding years: 10% in 2025, 13% in 2024, and 12% in 2023. This earlier surge was driven by the need to address gaps exposed by the Covid-19 pandemic, such as outdated facilities and staffing shortages. Consequently, BMI has adjusted its public healthcare spending forecast for 2024–2029 downward, from 9.5% to 7.2%, with total expenditure projected to reach RM62.4 billion (USD14.7 billion) by 2029. Despite this moderation, single-digit growth is still expected in the medium term.
Investment in infrastructure and digital health is also a key focus. The 2026 Budget includes funds to upgrade district hospital wards and repair government healthcare facilities nationwide. The government will continue outsourcing patients to other hospitals to alleviate congestion. New projects, like the Northern Region Cancer Centre in Kedah, demonstrate the drive to expand specialized healthcare.
